Fingrid has submitted an amendment proposal to the Energy Authority about the pricing of imbalance settlements between transmission system operators

Fingrid will join the PICASSO marketplace for the aFRR energy on 29 May 2024. Once the marketplace begins operating at Finland, a separate price will be formed for aFRR energy. In Fingrid’s opinion, the price of aFRR energy shall be incorporated into the pricing of imbalance settlements between transmission system operators in accordance with the Electricity Balancing Guideline. However, in a situation where only some of the Nordic transmission system operators are introducing the PICASSO marketplace at the same time, no consensus has been reached on this matter at between nordic transmission system operators. No common amendments to the FSKAR methodology have been proposed.

On 29 November 2023, Fingrid submitted an amendment proposal to the Energy Authority to amend the Nordic FSKAR methodology six months before the planned introduction of the PICASSO marketplace. The Energy Authority will discuss the proposed amendment with the other Nordic regulators.

The Nordic FSKAR methodology determines the pricing of unintented exchanges of energy between the Nordic transmission system operators. The methodology is used to settle the mFRR, aFRR and FCR energies between transmission system operators and the energy transfer caused by imbalances. The pricing is currently based on the price of mFRR energy or the day-ahead market price if no separate price is available for mFRR energy.
