Consultation on proposal on a bilateral capacity allocation methodology for long-term transmission rights on the Finnish-Estonian border

Fingrid and Elering will launch a consultation with market participants on the methodology of allocating capacity for long-term transmission rights on the Finnish-Estonian border. Comments to the proposal are requested to be submitted by June 26, 2022.

Financial transmission rights (FTR) are governed by Commission Regulation (EU) 2016/1719 on guidelines on forward capacity allocation. The regulation obliges transmission system operators to grant long-term transmission rights at the bidding zone borders. On 7 June 2021 the Finnish Energy Agency obliged Fingrid to give transmission rights on the Finnish-Estonian border.

The calculation of the amount of transmission rights is defined in Regulation (EU) 2016/1719, as the regulation is not yet implemented in the Baltic region, Fingrid and Elering are obliged to make a bilateral proposal on the capacity allocation methodology and consult market participants before submitting the proposal to the authorities for approval.

Fingrid and Elering have jointly prepared a proposal for a capacity allocation methodology for annual and monthly products. Comments and proposed amendments are requested to be submitted to Fingrid or Elering by June 26, 2022. Stakeholders are asked to send their comments by e-mail to antti.raininko@fingrid.fi. The e-mail is labelled "Consultation on the capacity allocation methodology for transmission rights on the Finnish-Estonian border." Comments provided can be published. Based on the feedback received, Fingrid and Elering will finalize the proposal on the capacity allocation methodology and submit them to the Finnish Energy Agency for approval and to the Estonian Competition Authority for an opinion.
