Balancing capacity market reform

Finland's national mFRR capacity market is changing from a weekly procurement to an hourly market running the previous day. Before the go-live, there will be a test period. More instructions in the implementation guide and in the webinar on October 6.

The renewing mFRR capacity market test period is planned to be organized from 7 to 11 November 2022. During that time, the operation of the market is simulated in such a way that market participants can submit test offers until 9:30 a.m. daily, and Fingrid makes the test purchases by 10:30 a.m.

Go-live Nov 30 and Jan 10

The first tender for up-regulation capacity under the new market rules will be held in the morning of November 30, 2022. The trades that take place apply to the next day according to the CET time zone, i.e. from 1 December 2022 at 01:00 Finnish time (EET).

The first down-regulation capacity tender under the new market rules will be held on the morning of January 10, 2023. The trades that take place apply to the next day according to the CET time zone, i.e. from 11.1.2023 Finnish time at 01:00 (EET).

We expect the Energy authority to confirm the necessary changes for the introduction of the reform of the mFRR capacity market by the end of October.
