Fingrid and Kraftnät Åland have requested extension of time for developing hedging opportunities between Finland and Sweden

Fingrid and Kraftnät Åland have requested additional time from national regulatory authorities to submit the proposal for improving hedging opportunities between Finland and Sweden. Fingrid appealed against ACER’s original decision to ACER’s Board of Appeal in November 2022, but the board has not given a decision regarding the appeal. The reason for the request for additional time is the delay in the Board of Appeal decision. The amount of additional time requested is bound to the receipt of the decision.

Fingrid and Kraftnät Åland have requested additional time from the national regulatory authorities to submit the proposal referred to in point 30 (6) of the FCA Guidelines to improve hedging opportunities between Finland and Sweden.

In its original decision, ACER obliged the transmission system operators in Finland and Sweden to develop necessary arrangements for the introduction of other than long-term transmission rights to support the functioning of wholesale electricity markets and to improve hedging opportunities between Finland and Sweden. (ACER Decision no. 12/2022)

Fingrid appealed against the decision to ACER's Board of Appeal in November 2022, and the Board of Appeal held an oral hearing on the matter on 10 May 2023. The Board has not yet ruled on the matter, which is why Fingrid and Kraftnät Åland have requested an extension of time to submit the proposal. The requested amount of additional time is bound to the receipt of the decision of the Board of Appeal.

The TSOs will update the stakeholders on the status of the proposal as soon as possible.
