Draft for comments: KJV2026 Grid code specifications for demand connections

Fingrid is organising a public consultation from 12 June to 21 August 2026 on new Grid Code Specifications for Demand Connections, KJV2026. The document subject to consultation is available in the attachments section of this page (“KJV2026 – luonnos julkisesti kuultavaksi 12062026.pdf”). Unofficial English translation of the document will be released soon. Comments on the document may be submitted in free form by email or by sending an annotated copy of the document to gridcompliance@fingrid.fi.
 
The new requirements are based on the draft requirements presented in June 2025 (see the attachment “Early draft from 2025: KJV2026 Main requirements draft for stakeholders”), which have now been developed into a complete set of requirements for public consultation based on the feedback received and additional information collected from stakeholders.
 
KJV2026 applies to demand facilities and distribution networks connected to the Finnish power system. It sets significant system technical requirements for demand facilities with a rated demand capacity exceeding 30 MW, including, for example, data centres, electric boilers and electrolysers. These large industrial demand facilities are required, among other things, to withstand disturbances (so‑called fault ride-through requirement for demand facilities) and to have the capability to limit their power intake from the power system.
 
Following the consultation in summer 2026, Fingrid will make the necessary amendments and clarifications to the requirements and submit them to the Energy Authority for confirmation. The target schedule for the confirmation (entry into force) of KJV2026 is March 2027.

Technical requirements for demand facilities connected to the Fingrid transmission system
 
Fingrid has also published on 12 June 2026 a separate document entitled “Technical requirements for large demand facilities” (Suurten kulutuslaitosten tekniset vaatimukset, see attachments). The technical requirements presented in this document are applied immediately to demand facilities directly connected to the Fingrid's transmission grid. This approach is applied because the connection of new large demand facilities requires technical requirements that complement the current KJV2018 Specifications.
 
The requirements described in the document do not apply to demand facilities connected to distribution networks. The content of the document is consistent with the requirements specified for Type D demand facilities in the KJV2026 draft. Once the Energy Authority has confirmed the KJV2026 requirements (in their final, post-consultation form), the new requirements will also be applied to demand facilities connected to distribution networks.
