Public consultation on independent aggregation in the Automatic Frequency Restoration Reserve market

Fingrid launches a public consultation on the terms and conditions of balancing service providers regarding independent aggregation in the Automatic Frequency Restoration Reserve. The public consultation concerns the following document, which is planned to enter into force at the end of 2024.  

  • Terms and conditions for providers of Automatic Frequency Restoration Reserves (aFRR) (ID: FG-2024/171)

The changes to the terms and conditions of aFRR balancing service providers are related to the expansion of aggregation possibilities. The proposal calls for an addition to the terms and conditions for aFRR providers to the effect that a balancing service provider may be an open supplier or balance responsible party of a reserve resource, a contractual balancing service provider or an independent aggregator. In addition, the proposal calls for the introduction of a method for calculating the compensation associated with independent aggregation required by the Electricity Market Act amendments (497/2023).

The key changes to the terms and conditions are described in the attached background document. In addition, a draft document on the new trading and information exchange guidelines has been compiled to support the consultation. Unofficial English translations of the terms and conditions, the background document and the draft document on the new trading and information exchange guidelines have been compiled.

Statements are requested to be delivered to Fingrid no later than 29 March using the attached statement form by e-mail: verkkosaannot[at]fingrid.fi. Please headline the email: "Consultation of terms and conditions of aFRR 2/2024". Based on the feedback received, Fingrid finalises the terms and conditions and submits them to the Energy Authority (Energiavirasto) for confirmation.

A webinar on the public consultation is organized on Monday 11 March, 1-2 pm. There is no need to register separately to the webinar. The webinar is held in Finnish.
