The transmission system operator Fingrid Oyj, in cooperation with the Swedish transmission system operator Svenska kraftnät, is planning a new 400 kV AC transmission line from northern Finland to northern Sweden. Aurora Line 2 is expected to be commissioned in the mid-2030s and will increase cross-border capacity between the countries by approximately 1000 MW in both directions.

The background for the project is the electricity market’s need for additional capacity between Sweden and Finland. Cross-border capacity between the countries is often insufficient, which hampers the efficient functioning of the market and leads to price divergence. During import situations, this drives up electricity prices in Finland. Overall, Aurora Line 2 will support the Clean Industrial Deal and the EU’s emission reductions goals, while also fostering growth in northern regions by enabling investments in new industries and creating new green jobs. In addition, the Aurora Line 2 will improve security of supply and enable the integration of renewable energy sources (RES) across the Nordic and Baltic Sea regions.

Fingrid and Svenska kraftnät have initiated a grid study to assess the benefits of the transmission line and determine the connection points. The study is expected to be completed in 2026.

Status as Project of Common Interest

The project has been granted Project of Common Interest (PCI) status on the 1st (2023) and the 2nd (2025) PCI/PMI list. This designation is awarded to projects considered essential for integrating European energy markets and achieving the EU’s energy policy objectives. The fourth AC interconnection between Finland and Sweden supports all key EU energy policy goals: affordable, sustainable, and secure energy.
