New Grid Code Specifications for power plants and grid energy storage systems take effect

The new specifications apply to all power plants and grid energy storage systems connected to the power system of Finland with a rated capacity of at least 0.8 kilowatts. They also apply to existing installations if the technical characteristics of the system are modified.

The Energy Authority adopted Fingrid's Grid Code Specifications for power plants and grid energy storage systems on 20 March 2025. The Grid Code Specifications for Power Generating Facilities (VJV2024) and the Grid Code Specifications for Grid Energy Storage Systems (SJV2024) replace the previous specifications, which were adopted in 2018 (VJV) and 2019 (SJV). The new specifications apply to all power plants and grid energy storage systems connected to the power system of Finland with a rated capacity of at least 0.8 kilowatts. 

The specifications were updated because the power system of Finland is undergoing a major transition towards weather-dependent energy production technology connected to the grid via inverters. The change will introduce new phenomena and challenges related to the joint operation of installations in the grid, controllability, reliability and modelling.

The Grid Code Specifications describe the technical and functional requirements for connected installations and the process for exchanging information in connection projects.

“When we comply with the specifications, we know that the connected installations can withstand the voltage and frequency fluctuations caused by the power system. We also know they will operate reliably in different operating states and disturbances and will not cause disturbances in the power system. The specifications also help network operators obtain the necessary information about installations,” says Lasse Linnamaa, Head of Power System Engineering at Fingrid.

The specifications apply to new power plants and grid energy storage systems connecting to the power system. They also apply to existing installations whose technical characteristics are changed. The connecting party is responsible for maintaining compliance with the VJV2024 and SJV2024 specifications if they sign a connection contract for a power plant or grid energy storage system after 20 March 2025 (the date when the specifications were adopted) or if an installation already has a connection contract but the binding procurement agreement is signed after 1 July 2025. Otherwise, the connecting party must maintain compliance with the specifications that were in force when they signed the connection contract for the installation.

The new VJV2024 and SJV2024 Grid Code Specifications are on Fingrid's website (Grid Code Specifications - Fingrid) in Finnish and English.
