Fingrid launches a pilot on the use of consumption plans
Fingrid is launching a pilot project with the aim of exploring how consumption and balancing need forecasts could be refined using consumption plans. The pilot is currently seeking suitable balance responsible parties to participate for the winter season 2026–27.
Finland’s power system has changed significantly in recent years. Several gigawatts of weather-dependent electricity generation have been built in Finland, thermal power plants have been decommissioned, and more than 2,000 MW of electric boilers have been commissioned over the past five years.
Both electricity production and consumption now vary more than before in response to electricity prices and weather conditions. Price-responsive consumption introduces increased uncertainty into consumption forecasting and, consequently, into balance management and transmission system operation. In particular, in situations where there is uncertainty about how strongly consumption responds to the day-ahead electricity price, consumption plans would provide valuable additional information for power system operation.
Fingrid has launched a project aimed at pilot-wise collection of consumption plans from electric boilers with a capacity exceeding 10 MW. The purpose of the pilot is to assess to what extent consumption forecasts and balancing need forecasts could be improved by utilizing consumption plans. Based on the results of the pilot, further possibilities for the use of consumption plans will be evaluated. The pilot is planned to take place in winter 2026–2027.
Fingrid invites balance responsible parties that have electric boilers exceeding 10 MW in their balance portfolios to participate in the pilot. By agreement with Fingrid, it is also possible to participate in the pilot with electric boilers below 10 MW as well as with other consumption sites. By participating in the pilot, balance responsible parties will have the opportunity to be part of development work related to consumption plans and forecasting balance deviations.
