Significant Surplus in Finland’s Electricity System During the Night Between Sunday and Monday
There was a major electricity surplus in Finland’s power system during the night of June 16, 2025. As a result, all downward regulation bids were activated in Finland between 2:00 and 3:30 Finnish time. A surplus means that more electricity is being produced than consumed. Fingrid manages such surplus situations by activating downward regulation bids in the electricity reserve markets. Due to the large amount of regulation needed, the price of balancing energy dropped to -10,000 €/MWh.
There was a major electricity surplus in Finland’s power system during the night of June 16, 2025. As a result, all downward regulation bids were activated in Finland between 2:00 and 3:30 Finnish time. A surplus means that more electricity is being produced than consumed. Fingrid manages such surplus situations by activating downward regulation bids in the electricity reserve markets. Preliminary information suggests that the surplus was caused by higher-than-planned electricity production and lower-than-forecasted consumption. Additionally, electricity export capacity from Finland to neighboring countries was lower than usual due to construction work and a fault in the EstLink2 connection. To manage the situation, Fingrid also engaged in significant amount of bilateral trade with the Swedish transmission system operator Svenska kraftnät, using the FennoSkan interconnection.
The price of balancing electricity sets the cost of imbalance. These costs are charged to the electricity market participants responsible for the imbalance. Fingrid urges market participants to actively manage their own balance and participate in the mFRR energy market.
Fingrid is carefully analyzing the situation, assessing any necessary follow-up actions, and will provide further information if needed.
Background
A surplus occurs when significantly more electricity is produced than consumed in the power system. In such cases, Fingrid activates downward regulation bids from the mFRR energy market to balance production and consumption.
Downward regulation means reducing electricity production or increasing consumption. In this case, the reserve provider buys energy from Fingrid. The volume and price data of activated regulations can be viewed on Fingrid’s Open Data service:
