Main grid development plan updated: reinforcing the grid creates growth opportunities across the country

Fingrid has published its main grid development plan for the period 2026–2035. In particular, the plan outlines the development requirements of the important transmission routes of the main grid, which are based on Fingrid’s forecasts of electricity production and consumption. Investments in the main grid create conditions for industrial investments that rely on clean electricity and for the achievement of Finland’s climate targets.

Finland’s main grid is currently being reinforced more than ever before, and at an accelerating pace: investments will reach EUR 2.0 billion in the period 2025–2028. A huge increase in planned customer projects shows that clean, secure and affordable electricity is attracting electricity-intensive industry to Finland.

Looking ahead to 2035, Fingrid estimates that the total amount of investments will rise to EUR 5.2 billion. The investments will strengthen Finland’s internal electricity transmission capacity and cross-border connections. They will also enable new customer projects to connect to the main grid. However, the plan depends heavily on how customer needs and the operating environment develop, and will be specified as necessary. The implementation of the development plan requires a stable licensing and regulatory environment that supports the main grid investments.

A draft of the main grid development plan was published in September 2025 for comments from customers and other stakeholders. Based on the feedback received, regional plans with map illustrations were added to the newly published main grid development plan, among other updates. A response to the written feedback was published along with the development plan.

Term explanation: What is the main grid development plan?

The main grid development plan presents the development needs of the main grid for the next ten years. The preparation of the grid development plan is subject to the provisions of the Electricity Market Act, and the plan is updated every two years. Fingrid will first publish a draft development plan for stakeholder comments. The feedback received while the draft is being circulated for comments will be assessed, and Fingrid will then publish the final grid development plan after making any necessary revisions. However, Fingrid assesses changes in the operating environment and grid development needs as a continuous process. The grid investment plan will be updated as necessary, and changes will not be made only in connection with publishing the development plan every two years.
