Change to the price determination principle in the mFRR energy market

From Wednesday 3 September 2025 onwards, the price of mFRR energy will be defined according to the last bid selected in Finland in the quarters when it has been necessary to deviate from the Nordic optimization. In addition to the mFRR energy market, the change affects the determination of the price of imbalances through the determination of both the price of mFRR energy and the determining control direction of the congestion-free area.

The change in price determination is since in the Nordic 15-minute mFRR energy market, which was introduced in March 2025, there have been more situations than anticipated where the number of balancing bids selected by the marketplace algorithm (AOF) has not been activated. This has been done when it is not appropriate to activate all the bids selected for activation, because the situation in the electricity system and the need for balancing have changed after the selection of the balancing bids. However, when tenders have not been activated, the price of mFRR energy has been determined by the result of the Nordic tender selection.  

From time to time, more tenders are selected than originally planned if the state of the electricity system requires an increased amount of activation. When making an additional selection, the mFRR energy price has been updated to correspond to the activated offers. 

In cases where tenders are not activated and the price is not set according to the result of the common Nordic market, Finland will separate into its own congestion-free area and its determining control direction and the price of the imbalance energy will be determined accordingly.
