Frequency Containment Reserves energy settlement update 10.2.2025
Fingrid renews the Market agreement on frequency containment reserves for normal operation and disturbances from 10 February 2025 at 1 am (EET). The contract terms that will come into force have been confirmed by the Energy Agency on 30 April 2024, and they have been consulted by Fingrid’s and the Energy Authority’s customers and stakeholders.
Changes are related to the review of control properties of reserve units and the change in the energy processing of the frequency containment reserve for normal operation (FCR-N). With the change, the imbalance caused by the activation of the FCR-N reserve will be corrected in the future to the balance of the balance responsible party (BRP) of the reserve object, and the energy fee for the balancing energy will be reimbursed/invoiced to the Balancing Service Provider (BSP) (currently BRP).
The contract change does not require changes from BRPs. To participate in FCR markets, BSPs must re-sign updated FCR market contract and Imbalance Settlement Agreement or Balancing Service Settlement Agreement with a balancing settlement unit eSett Oy appointed by Fingrid, if such contract does exist yet. In addition, BSP must have a Cash account Agreement with the eSett approved Settlement Bank and eSett. Update does not cause any other changes to FCR BSP or service providers regarding FCR bidding, maintenance, reporting or capacity invoicing.

Background:
FCR-N balancing energy refers to the energy caused by the activation of the Frequency Containment Reserve for Normal Operation. The balancing energy is calculated for each imbalance settlement period from maintained Reserve capacity and realized frequency deviation.
