Nordic transmission system operators to start providing unavailability information in the NUCS service

The Nordic Unavailability Collection System (NUCS) provided by Nordic transmission system operators is a free service for reporting unavailability information as regards electricity production, consumption and transmission capacity. Fingrid will switch to using the NUCS when the service launches on 3 December. The service is available to all electricity market operators as an alternative to the current Nord Pool system.

According to the EU Transparency Regulation, electricity market operators must report, among other things, any restrictions on electricity production, consumption and transmission capacity. The role of transmission system operators is to ensure that this information is transmitted to ENTSO-E for publication on the European Transparency Platform.

Nordic market operators currently provide unavailability information via the UMM system maintained by Nord Pool. With the competition between power exchanges, it must also be possible to provide this information through an independent channel. That is why transmission system operators have built a new system, the NUCS, to collect this information.

Fingrid and other Nordic transmission system operators will start using the NUCS service as of 3 December. From that date, we will report unavailability information and other urgent market information via the NUCS.

Impact on market operators

Nord Pool’s UMM system is still available to Nordic market operators. 

From 3 December onwards, market operators will have the opportunity to switch to the NUCS for reporting unavailability information. In that case, please contact Fingrid at nucs(at)fingrid.fi. NUCS service can be found at www.nucs.net from 3 December on.

All active messages from the Nordic TSOs published in Nord Pool UMM system will be cancelled 3rd December and will be re-published on www.NUCS.net and on the ENTSO-E Transparency platform. Old and new messages on NUCS may be retrieved and republished by other platforms.

Regardless of which system the market operator uses going forward, work can continue under the so-called one-stop shop principle. Information reported to Nord Pool’s UMM system will be visible in the NUCS and vice versa.

Impact on market operators when power exchange competition starts

The competition between power exchanges is scheduled to start in March 2020.

Prior to the start of the exchange competition, market operators operating in Finland must notify Fingrid of the system they will use going forward to report unavailability information. We will provide more information on the matter at a later date.
