Fingrid Datahub Oy procures Finnish Datahub system from CGI Finland

Fingrid Datahub Oy made a procurement decision on 14 June 2018 concerning the supplier of the Datahub system. CGI Finland has been chosen as the system supplier. According to the contract, which is to be concluded in July, the Datahub system will be launched in April 2021. The Datahub is a centralised information exchange system for retail markets that stores data from all of Finland’s 3.5 million places of electricity consumption.

The Datahub procurement is valued at EUR 41.9 million and consists of project delivery (€14.6 million), licences (€12.0 million) and support and maintenance services for the four years following the launch (€15.3 million).

The Datahub will respond to the key needs determined by future legislation, the sector and Fingrid. These needs relate to data processing, data protection, data security, support and maintenance, as well as synchronous electricity retail market processes. The Datahub will enable diverse data processing and further development of the retail electricity market. The system will simplify, speed up and enhance the efficiency of the data exchange required by the retail electricity market. It will also improve the quality of data and promote the equal and non-discriminatory treatment of market players when it comes to data acquisition. For consumers, the Datahub will enable various sector-specific services.

Fingrid Datahub Oy initiated in October 2016 a public procurement process for the Datahub system, in accordance with the procurement legislation for special sectors. The procurement was realised through a negotiated procedure. The contracting entity received one tender that complied with the requirements of the request for tenders. The contract is subject to the expiry of the statutory standstill period.

The Datahub is a centralised information exchange system for retail electricity markets that stores data from Finland’s 3.5 million electricity metering points. The information contained in the Datahub will be used by approximately 100 electricity suppliers and over 80 distribution network companies serving electricity consumers. In April 2015, Finland’s Ministry of Economic Affairs and Employment requested that Fingrid begin implementation of the project.
