Fingrid Datahub Oy procures Finnish Datahub system from CGI Finland

Fingrid Datahub Oy made a procurement decision on 14 June 2018 concerning the supplier of the Datahub system. CGI Finland has been chosen as the system supplier. According to the contract, which is to be concluded in July, the Datahub system will be launched in April 2021. The Datahub is a centralised information exchange system for retail markets that stores data from all of Finland’s 3.5 million places of electricity consumption.

The Datahub procurement is valued at EUR 41.9 million and consists of project delivery (€14.6 million), licences (€12.0 million) and support and maintenance services for the four years following the launch (€15.3 million).

The Datahub will respond to the key needs determined by future legislation, the sector and Fingrid. These needs relate to data processing, data protection, data security, support and maintenance, as well as synchronous electricity retail market processes. The Datahub will enable diverse data processing and further development of the retail electricity market. The system will simplify, speed up and enhance the efficiency of the data exchange required by the retail electricity market. It will also improve the quality of data and promote the equal and non-discriminatory treatment of market players when it comes to data acquisition. For consumers, the Datahub will enable various sector-specific services.

“The energy sector will undergo a major transformation in the coming years. We are heading towards a clean and reliable market-based electricity system. The Datahub will play a very important role in this electricity market transition. A high-quality and skilfully implemented system will foster a well-functioning retail electricity market in Finland,” states Datahub Oy’s CEO, Asta Sihvonen-Punkka.

“With this procurement decision, the Datahub will enter the implementation phase and we will get to see concrete results. I look forward to seeing the work begin and to working with CGI.
Good project management and technical implementation will be key as we move closer to launching the Datahub,” says COO, Chief of Operations Pasi Aho of Datahub Oy.

“We are very pleased and proud that CGI has been chosen as Fingrid’s partner. We are talking about the biggest shift in the retail electricity market since the liberalisation of electricity trade. This digitalisation project will help create more efficient day-to-day processes, and for the consumer it will mean the possibility to change electricity sellers faster. As a centralised data warehouse, the Datahub will also facilitate the market entry of new services, such as the offering of demand-side management services,” states Leena-Mari Lähteenmaa, Senior Vice President of CGI Finland.

“The Datahub will also serve as an innovation platform for developing the future energy market. It is a safe way to go to a fossil-free Finnish society and enable energy-sector innovations, such as optimised energy use and storage or, for instance, new electricity packages for consumers and drivers of electric cars,” says Riku Rokala, VP, Telecom & Utilities, CGI Finland.

Fingrid Datahub Oy initiated in October 2016 a public procurement process for the Datahub system, in accordance with the procurement legislation for special sectors. The procurement was realised through a negotiated procedure. The contracting entity received one tender that complied with the requirements of the request for tenders. The contract is subject to the expiry of the statutory standstill period.
