The procurement of frequency containment reserves will be focused to the hourly market in 2027
Fingrid has decided not to acquire frequency containment reserves (FCR) from the yearly market for 2027. Next year, domestic FCR procurement will only be carried out from the hourly market.
By concentrating FCR procurement on the hourly market, Fingrid aims to respond to customer feedback, simplify the market model for reserve suppliers and aim to improve the availability of reserves in the hourly market. In addition, the change in the procurement method will increase the predictability of procurement volumes in the hourly market, which will make operational planning of balancing service providers easier.
Fingrid strives to minimise the total costs of its customers, while ensuring that the total procurement covers the reserve obligations set for Fingrid. The costs of FCR-N are covered by the BRP service fees and the costs of FCR-D by the main grid service fees. The decision to concentrate FCR procurement on the hourly market is based on the forecasted cost level.
Fingrid will assess the decision made here on the basis of the realisations in 2027 and will decide on the continuation of the yearly market model at a later date. The current yearly market appendices will expire on 31 December 2026. The removal of the yearly market plans will significantly increase the volume of FCR hourly market procurement, so Fingrid asks all market operators to review their ability to always offer their full available reserve capacity, and to pay attention to this, especially at the turn of the year.
