New wind and solar power plants will be required to provide grid-stabilising control capabilities

Fingrid is introducing new technical requirements for power generation in inverter-based areas. Under the new requirements, new wind and solar power plants must provide grid-forming capabilities if they are connected in areas where there is already a high concentration of wind and solar generation. These grid-forming capabilities enable new power plants to be connected without compromising the security and reliability of the power system.

In Finland, wind power generation is concentrated in so-called converter-dominated areas, particularly along the west coast. If there are insufficient synchronous generation units in an converter-dominated area, the security and reliability of the power system may, in the worst case, be affected.

To ensure the stable operation of the power system, Fingrid is introducing new technical requirements for wind and solar power plants so that they can continue to be connected in converter-dominated areas in the future. The requirements will oblige new power plants to provide so-called grid-forming capabilities. These capabilities can be implemented either in the plant’s own inverter units or through dedicated supplementary equipment installed by the grid customer at or near the power plant. Such supplementary equipment includes battery energy storage systems (BESS), eSTATCOMs and synchronous condensers.

The new requirements will be issued as a supplement to Fingrid’s current system technical requirements for power-generating facilities, VJV2024. The requirements will not apply to existing power plants or projects that already have a grid connection agreement in place.

At the webinar on Friday, 16 October, from 1:00 p.m. to 2:00 p.m., Fingrid will present the background to the new requirements and explain how they will be applied to new power plant projects. Participants can join the webinar without prior registration via the following Teams link: Join the webinar . A warm welcome to all interested parties. Webinar is only in Finnish.

The requirements will be published in early October on Fingrid’s website: Supplementary documents to the system technical requirements.
