Impact assessment report on the reform of the main grid tariff structure

Fingrid has worked on the reform of the main grid tariff structure with the objective of increasing the transparency and cost-correspondence of fees and creating incentives for more efficient grid use. At the same time, the transmission grid’s longer-term investment needs would be curbed and grid connections accelerated. The impact assessment report on the reform is completed, and feedback can be given until 14 August 2026.

Fingrid plans to reform the main grid tariff structure, which has remained unchanged since the turn of the millennium. The objective is to create cost-corresponding and transparent pricing and the following incentives for customers to improve grid efficiency:

to cut power peaks
to locate consumption, electricity storage and generation to the same connections and generally closer to each other
to utilise 400 kV connections.

In this way, investment needs in the transmission grid would be curbed in the longer term, enabling a cost-effective transmission grid to continue and reducing the land use, landscape and environmental impacts caused by power lines. The savings from not building even one 400 kV power line amount to hundreds of millions of euros. In addition, new grid connections could be provided quicker so that congestion in the grid does not slow the progress of the energy transition.

The main points of the reform proposal

Increasing transparency and cost-effectiveness by allocating the costs covered by main grid fees to grid infrastructure, loss and system costs
Introducing the consumption capacity fee, which both encourages customers to manage their power peaks and to invest consumption and generation in the same connections
Balancing the contributions of consumption and generation fees
Revising the invoicing model for energy storage in a cost-effective manner.

In addition, the reform proposals include alternative additional reviews on the introduction of voltage-specific and location-dependent pricing.

The impact assessment study

The impact assessment study on the reform proposal, carried out as a consultancy study, has been completed and is available (link after the press release). The tariff structure does not affect the total fees collected, but making it more cost-based changes the allocation of fees among customers.

The fee structure reform generally benefits electricity consumers, industry and distribution companies’ consumer customers – their main grid fees averagely decline by 5–7% according to the modelling. Especially those customers who have steady consumption or electricity production behind the connection point benefit.

Household consumers will not face significant changes, as main grid fees constitute only a couple per cent of the household electricity bill. The tariff structure under the proposal increases the fee burden on electricity production and energy storage. The main grid fees charged for electricity production rise on average to about €0.4/MWh according to the modelling. This corresponds to 1% of the average tax-exempt electricity price in 2025 (€40.5/MWh). Energy storage fees rise, but by managing the charging power of storages it is possible to directly influence the size of the fees.

The consultation runs until 14 August 2026

In line with stakeholders’ wishes, Fingrid holds a new consultation on the tariff structure reform now when the impact assessment report has been prepared. Responses to the consultation are requested by 14 August 2026 by email to palautteet(at)fingrid.fi. Decisions on the implementation of the new tariff structure are to be made in Fingrid by the end of 2026, after which Fingrid will submit the related changes to the main grid service terms for the Energy Authority’s approval. The target date for the introduction of the revised tariff structure is early in 2029.
