Fingrid Oyj and Svenska Kraftnät, the transmission system operators in Finland and Sweden respectively, will construct a new submarine cable connection, an extension to the existing Fenno-Skan, between the two countries. The high-voltage direct current (HVDC) link with a transmission capacity of 800 megawatts (MW) will be complete in 2011. Capital expenditure in this project will total approx. 300 million euros.
The project is one of the five prioritised cross-sections proposed by Nordel in the summer of 2004, improving the functioning of the Nordic electricity market.
Fenno-Skan 2 responds to the needs of the electricity market. The submarine cable will increase the electricity transmission capacity between Finland and Sweden and integrate the Nordic electricity market even more closely together. The link will reduce temporary price differences of electricity between the countries, resulting from the segregation of the electricity market, and decrease the hedging costs of the market parties. The cable will also reduce losses in the Nordic transmission grids and reserve procurement costs, and improve power system security.

The main components of the extension of the HVDC link are:
- Processing of permit matters and other official matters in Finland and Sweden
- Extension of the Rauma substation in Finland
- New Finnböle substation in Sweden
- Reinforcing the 33-kilometre Rauma-Rihtniemi DC line in Finland
- New Dannebo-Finnböle DC line of 70 kilometres in Sweden
- Modification of the Pyhämaa electrode in Finland
- New Rihtniemi-Dannebo submarine cable of 200 kilometres.
