Task list for a new balance responsible party before becoming one in Finland

The Finnish Electricity Market Decree imposes obligations on an electricity market party which serves as a balance responsible party. In addition to these, Fingrid sets both functional and financial obligations on balance responsible parties.

If you wish to become a balance responsible party, please contact Fingrid’s balance service unit in good time. The most important things concerning a balance responsible party are listed below.

Reporting

Make sure that you have sufficient technical facilities to manage the electronic data exchange and reporting conforming to the balance service agreement. A balance responsible party must be able to receive and send EDIEL messages. It is good to transmit test messages before becoming a balance responsible party.

Guarantees

Make sure that you have sufficient creditworthiness so that you can lodge the necessary guarantee to cover the obligations of the balance service agreement.

Communications

Make sure that you or your representative can be reached 24 hours a day every day of the year.

Balance service agreement

The parties sign a balance service agreement which specifies the detailed conditions to be followed between the parties.

A new balance responsible party must inform those electricity market parties, whom the change concerns, at least 14 days before it becomes a balance responsible party. Before this, the balance service agreement must have been signed, and the contractual guarantee must have been lodged.
